In the Roman Catholic tradition regarding the episcopal office, each bishop is required to serve as the “head” of a particular local church. Auxiliary bishops do not have the functions of the ordinary in the (arch)diocese they serve and are thus appointed by the Roman Pontiff to a titular see in the papal bull of appointment to the episcopal office in order to maintain the rule.
